Rebecca Mayanja is a distinguished engineer and strategic leader shaping Uganda’s communications sector. Over nearly two decades at the national regulator, she has combined technical depth with policy influence. As a result, she continues to strengthen spectrum management, research, and digital innovation.

She currently serves at the Uganda Communications Commission (UCC), where she plays a key role in guiding institutional strategy and sector development.


Engineering Foundations and Academic Excellence

Rebecca’s career is rooted in strong academic training. She holds a Master of Science in Modern Digital & Radio Frequency Wireless Communications from the University of Leeds. This program equipped her with advanced knowledge in telecommunications systems and spectrum technologies.

In addition, she earned a Bachelor of Science in Electrical Engineering from Makerere University. There, she built the technical foundation that continues to guide her work in regulation and digital transformation.

Together, these qualifications prepared her for leadership at the intersection of engineering and policy.


Early Technical Leadership at UCC

Rebecca began her journey at UCC as a Frequency Planning Specialist. In that role, she developed a reputation for precision and deep expertise in spectrum management.

As she progressed, her responsibilities expanded. First, she guided broadcasting oversight during a transformative period for Uganda’s media landscape. Subsequently, she steered spectrum utilization and compliance efforts. Through this work, she ensured the efficient and responsible use of national communications resources.


Expanding Influence Across Operations and Innovation

Her transition into institutional leadership marked another milestone. As Head of Estates Management & Administration, she managed complex operations and infrastructure systems.

Later, she moved into her current role as Head of Research & Service Development. Here, Rebecca Mayanja UCC leads strategy development and sector research initiatives. Moreover, she helps shape policies that guide emerging technologies and future-ready services.

Across each stage, she has blended engineering expertise with strategic foresight. Consequently, the communications sector has grown more resilient and innovation-driven.


Leadership at the Intersection of Technology and Policy

Throughout her career, Rebecca has strengthened research frameworks and improved spectrum efficiency. At the same time, she has supported the integration of emerging technologies into Uganda’s regulatory environment.
