MUBS Appoints Assoc. Prof. Rachel Mindra as Acting Deputy Principal

Makerere University Business School (MUBS) has appointed Assoc. Prof. Rachel Mindra Katoroogo as Acting Deputy Principal, effective October 15, 2025. The announcement was made by the Principal, Prof. Moses Muhwezi, following a merit-based process overseen by the university’s Appointments Board and ratified by the Council at its 67th meeting.

The appointment will remain in effect pending a substantive decision by the Education Service Commission.

Prof. Mindra’s elevation comes at a time when MUBS is pursuing strategic reforms aimed at enhancing governance, digital transformation, and research-driven growth. Her appointment underscores the university’s commitment to meritocracy and leadership continuity, key values in maintaining MUBS’s position as Uganda’s premier business education institution.

According to insiders, Prof. Mindra brings to the role a blend of academic depth, administrative experience, and strong engagement with the financial sector; qualities expected to drive efficiency and innovation in institutional operations.

Assoc. Prof. Rachel Mindra holds a PhD in Development Finance from the University of the Witwatersrand (South Africa), a Master’s degree in Money, Banking and Finance from Loughborough University (UK), and a Bachelor’s degree in Business Administration (Finance) from Makerere University.

She previously served as Dean of the Faculty of Commerce at MUBS, where she championed financial literacy initiatives, research excellence, and entrepreneurship development among students. Her work has significantly contributed to the school’s engagement with both government and private sector stakeholders.

Beyond academia, Prof. Mindra sits on several boards, including the Uganda Securities Exchange, where she serves on Audit and Risk, and the MUBS Retirement Benefits Scheme, where she chairs the Board of Trustees. She is also known for her research on financial inclusion, digital finance, and small business growth; areas central to Uganda’s economic transformation.

Her appointment is being viewed within higher-education circles as a strategic move to solidify MUBS’s governance structure and inspire a new era of leadership within business education.

Commenting on the development, Principal Muhwezi noted that Prof. Mindra’s “track record in finance, research, and institutional leadership will be instrumental in advancing MUBS’s vision of producing globally competitive business professionals.”

As Acting Deputy Principal, Prof. Mindra is expected to focus on strengthening partnerships, expanding research collaborations, and driving operational efficiency across the university.

Prof. Mindra’s appointment reinforces MUBS’s commitment to nurturing internal talent and recognizing academic leaders who combine scholarship with practical governance expertise. It also highlights the growing role of women in shaping leadership across Uganda’s higher-education landscape.

Her tenure is expected to set the tone for sustainable growth and a renewed focus on innovation, research, and stakeholder engagement; key drivers of institutional competitiveness in the modern education sector.
